Mayor Flynn called the special meeting of the City Council of the City of Red Bluff to order at 8:00 a.m.

PUBLIC HEARING; RESOLUTION NO. 12-2004; GENERAL PLAN AMENDMENT 2003-001; ADOPTION OF 2003 HOUSING ELEMENT OF THE GENERAL PLAN AND APPROVAL OF RELATED MITIGATED NEGATIVE DECLARATION

 

Chuck Hayden, Planning Director, introduced Tyler Barrington of Northern California Planning & Research, the consultant that completed the Housing Element.

 

Mr. Hayden reviewed the staff report and gave staff’s recommendation to:

 

1.                  Consider all public testimony, the Negative Declaration, and all other information relating to the 2003 Housing Element of the General Plan.

2.                  Adopt Resolution No. 12-2004, considering the findings of the California Department of Housing and Community Development, adopting the 2003 Housing Element of the General Plan, and approving the related Mitigated Negative Declaration.

 

Mr. Hayden also stated that the Planning Commission had also directed staff to resubmit the Housing Element for reconsideration and recommendation to the City Council if changes are required before HCD will certify the Housing Element substantially complies with State Housing Law.

 

Mayor Flynn opened the Public Hearing at 8:04 a.m. and after receiving no comments closed the Public Hearing.

 

Councilmember Avilla questioned if the Sphere of Influence with the County was taken into consideration in the Housing Element.

 

Mr. Hayden stated that it was, because the Sphere determines the ultimate City Limits and the area available for housing.

 

M/S/C Stevens, Avilla to adopt Resolution No. 12-2004, considering the findings of the California Department of Housing and Community Development, adopting the 2003 Housing Element of the General Plan, and approving the related Mitigated Negative Declaration.

At 8:05 A.M. Mayor Flynn adjourned the meeting to April 6, 2004 at 7:00 P.M., in the Red Bluff City Council Chambers.
