BUSINESS:
PRESENTATION,
REVIEW AND POSSIBLE ADOPTION OF 2003/2004 PRELIMINARY BUDGET
Susan
Price, City Manager and Margaret Van Warmerdam, Finance Director gave an update
on the State budget crisis and how it may affect the City. An explanation of General Fund Revenues
received from the State as well as from other sources was discussed. The biggest two items are property tax
and sales tax revenues and stated that they expect these to continue on the same
trend.
At
this time each department was reviewed by the City Council with the Department
Heads answering any questions that the City Council had.
Councilmember
Stevens stated that he would like to see the City put a cap on the dollar amount
paid to the Chamber of Commerce or put at a percentage to reflect what is really
a more realist picture. Everyone
else has been taking reductions with what has been going on in the State and if
the trend continues the amount paid to the Chamber will continue to increase.

Van Warmerdam reviewed the staff report and gave staff’s recommendation to adopt
Resolutions No. 32-2003, A Resolution Fixing the Rate of Taxes Necessary to
raise the amount of Revenue Necessary to Support the Red Bluff City Departments
for the 2003/2004 Fiscal Year and No. 33-2003, A Resolution Fixing the Amount of
Revenue from Property Taxes Necessary to Support the Red Bluff City Departments
for the 2003/2004 Fiscal Year.
